Asbestos was used in Canadian buildings well into the 1980s. In bathrooms it shows up in old floor tile, in the glue under it, and in drywall joint compound.
Ontario Regulation 278/05 governs this work. It defines asbestos containing material as anything holding 0.5 per cent or more asbestos by dry weight, and it sorts the work into Type 1, Type 2 and Type 3 by how much risk the job creates. Testing comes first. Removal follows set procedures.

A permit is not required to repair or replace plumbing fixtures, or to install cabinets and millwork.
In practice, that means replacing a tub, shower, toilet or vanity in the same position does not need one. Moving a drain, adding a second bathroom or taking out a wall does. All work follows the Ontario Building Code, and electrical work is reported to the Electrical Safety Authority.

No, a bath liner can't be installed over any tub, it requires the existing tub to be structurally sound and in decent condition. It works well over fiberglass, pressed steel, cast-iron, and acrylic tubs, but not over free-standing tubs, which lack surrounding walls for the liner to attach to. A tub with cracks, rot, or major structural damage should be replaced instead, since a liner would only mask the problem.
